Case Study: Melbourne Bus Franchise (MBF)

The MBF contract value, circa AU $2.3 billion, encompasses the operation of 5 depots and 531 buses, and accounts for 30% of Melbourne’s bus network.

Overview of Works:

With 50 bus routes and 531 buses, MBF accounts for 30% of Melbourne’s bus network. Our planning with Kinetic for the 9.5-year term contract was to introduce 36 battery electric buses (BEBs) into the network by mid-2025, commencing in 2022. These vehicles are to be operated with electrical charging infrastructure designed for the Heatherton and Sunshine West depots. Asset Engineering Services provided multiple services to Kinetic in support of this contract including:

  • the BEB and electrical charging infrastructure concept design assessment
  • fleet replacement program
  • fleet performance assessment
  • fleet technical maintenance plan
  • current fleet major works program
  • fleet whole of life modelling
  • depot assets technical maintenance plan
  • depot and facilities condition assessment and subsequent development of the forward works program
  • ISO 55001 certification roadmap for the program of activities

Deliverables / Outcomes:

Asset Engineering Services provided numerous deliverables into the contract for Kinetic, in support of this contract, many already outlined in the Scope of Works. In addition, Management Plans have been developed for the Contract and the Company including:

  • Strategic Asset Management Plan
  • Tactical Asset Management Plan
  • Technical Maintenance Plans for Fleet and Depot Assets
  • Risk Register
  • Input into the Transition Plan
  • Key Business Processes for:
    • Bus Procurement and Disposal
    • Presentation and Condition Assessment
